I have been working with the VAX/VMS "MONITOR" command to attempt to establish exactly what applications are causing the greatest load on the system and what form that load takes (I/O, CPU time, etc.). My problem is that although these utilities provide a great deal of useful information about what the present state of the system is...I have no standards against which to compare.
