I have been using Pacs Plus from Signal Tech for quite a while and have
found it to be very flexible and robust.  I am pretty sure that it can
handle your swing shift type problem....  I am positive that you cand
specify different charges on a vs. time of day schedule but I can't
remember what it will do if you cross time boundaries......
