This may have come up before, but I just spent 2 hrs on it:

In the manual VAX/VMS System Routines, page SYS-284, second last line, it says:
"The item list is terminated by an *item code* of 0 or by a longword of 0."
(My emphasis)

For item code, read: "buffer length".

The same applies to page SYS-385 about $SETUAI.
