From the list of hosts/gateways that are trying to talk to ISIB, my
guess is that most of the traffic headed there are domain server
queries.  All hosts should check their server entries to make sure
that ISIB (10.3.0.52) is no longer listed as a root server.  This was
announced quite a while ago.
