We list ISIB as being a root domain server.  It isn't our first, so
we probably never use it.  But I'd be willing to bet that some
other sites have it listed as well, and this is a large part of the
problem.  When root domain servers are removed, I think you should
make several very prominent announcements in all possible
newsgroups.
