     If implementors want to regard ICMP Destination Unreachable as
non-fatal in TCP, hoping that things will get better, they should
at least crank up the retransmit timer and slam the congestion window
when it happens, since if things are so bad that one is getting
ICMP Destination Unreachable, one should at least back off.  One
could think of Destination Unreachable as a very strong Source Quench.
