Thanks to Mark Lotter at SRI-NIC, the problem with MTU-sized TCP segments
there is fixed.

Other HDH hosts have had problems with NSF.ARPA.  It appears to be an
X.25-to-HDH problem, which isn't surprising, since the packet frame
lengths are different.  I am avioding talking to them until it is fixed.
