I notice people in mod.telecom have started complaining about the
silly "Submission to foo" subject lines that have started showing up
in moderated news groups posted to by sites running 2.11. Since no one
seems to know where these are coming from, I thought I would suggest
people look at insert() in inews.c. 

For some reason, that routine rapes the subject line and puts in
something as useful as notes' "Orphaned Response". Rick, is this
really necessary?
