Summary: How can private individuals *benefit* from this

I "scanned" the latest announcement but still wanna ask these questions.

Is it possible to get news through a satellite dish (TVRO)?

Why is there a charge for "introductory" use of a broadcast medium?
Is there some addressing to individual sites?  Could I just buy (or build)
the hardware and get this on my own?

what gives?
