Actually, geographically-oriented UUCP domains WON'T work.  As an example:
ncoast (in Ohio) is a mail and news feed for a site in Pennsylvania, and soon
will be one for a site in California (!).  MAJOR feed, not just a hookup to
speed things up or to grab certain files.

This complicates things enormously.
