I've made GNU emacs v18.41 (the released version 18) available
on bugs.nosc.mil for anonymous FTP.  Directory pub/edist.tar-18.41.Z-split
has the vanilla distribution tar'ed, compress'ed, and split into
200K chunks named edist-18.41-[a-q] (just as it came from louie.udel.edu).

BTW, directory pub/MicroEmacs contains v3.8b both ARC'ed and unpacked.
