Essentially, for the most part the project management dominated everything. The "home-shop" managers were a quite anemic and powerless and spent most of their time listening (but not being able to do anything about) job gripes and keeping tracket of personnel records for their employees. There really was a third managment, a network of project leaders who really did the work of deciding the professionals path from project to project. I was always fond of the term "Mushroom Managemnt: "Keep 'em in the dark and feed them shit and watch 'em grow. -Ron
