News batches only go in the .rnews subdirectory (it's actually +rnews on Eunice because of filename conversion idiocy in Eunice) if news thinks expire is running. The idea is to keep expire and inews/rnews from trying to modify "active" and "history" at the same time. See if the file "active.lock" exists in /usr/lib/news. If it does, remove it, and then try rnews -U.
