The vsync frequency for the color monitor is generated by the video shifter,
as far as I know.  50/60 Hz selection is done by software in the TOS ROM.
I'm not an expert, but I think most color monitors are able to sync on both
50 and 60 Hz.  The only bad thing is that you may notice a small jitter when
the sync frequency does not match mains frequency.
