It's a pretty good knock-off of the real thing. They also have an implementation of ctags, and even ksh for the PeeCee. I forget the price, but the toolkit packs a lot of goodies for the buck. The documentation is pretty good (Unix like) which means that traditional PeeCee users would likely hate the manual. Well, the point is that I've used MKS's vi to edit things up to 300K in size. That ought to do it. MKS also listens to this newsgroup (hi guys).
