Summary: Anyone heard of one?

Any one heard of a program that converts troff C/A/T output to TeX .DVI
format?  I know there exists a C/A/T to PostScript version so it seems
reasonable that may be one that procedues .DVI files.  [At least I've 
heard rumors that one exists.]
