There are instructions in the February 1987 Computer Shopper "Ask the Guru" column by Don Lancaster (the Betty Crocker of electronics, I guess -- he's written several "cookbooks"), pages 97, 98 and 196. He says, "It is definitely not feasible to ship refilled cartridges except by hand carrying." If you can't find the February Computer Shopper, you can buy a complete set of reprints of "Ask the Guru" for $21.50 from: Synergetics Box 809 Thatcher AZ 85552 (602)428-4073 The article includes sources for tools and toner, but no source for refilled cartridges or buyer of used cartridges.
