Just watch how fast I remove the modification to set privs.  Most DEC images
require you to enable privs in DCL, or install them with privs.  They don't
bother setting them themselves.  Consistency makes a system much less
mysterious.  The program will `run properly' when I provide it with an
appropriate environment.
