Simply setting the CAPTIVE flag on a username using the AUTHORIZE utility
disables the SPAWN command within MAIL regardless of the privilege of the
user. This would seem to be easier to implement than patches to the MAIL
image. At least this is the case with V4.4 of MAIL and up.
