In VMS V4.4 and V4.5 (at least, the functionality may have been added
earlier), if you are using MAIL from a captive account (the CAPTIVE
bit is set in the UAF flags), then mail responds with:

	%MAIL-E-CAPTIVE, this command cannot be executed.
		Your account is CAPTIVE.

to any effort to use the SPAWN command.

I remembered this being mentioned in the SIR session at San Francisco
DECUS and tested it on a V4.5 system here.
