The message you receive is generated by a (non-standard) program for VM/CMS. It
is possible to do something similar to what these programs do using VMS, but I
have never seen a copy. I personally would like something that would do this,
but run in the background so I can work while incoming messages are trapped and
held for later perusal. Another possibility might be ``message screening'' so
I don't have to see messages from certain people.
