I am about to start writing a library of (FORTRAN-like) functions dealing with
Complex Numbers in C. But, I am sure this need has arisen before. 

If someone out there already has such a beast, please let me know so I can 
build on it than start from scratch.  Maybe such a library was posted before
but I haven't seen it(in my net life !) and mod.sources archive doesn't have
it either.
