I am having this problem with Geoff Kuenning's latest ispell.

I may be doing something wrong, but I find that everybody who
uses it winds up with a copy of the master dictionary in his
$HOME/ispell.words.  This is a problem for reasons of disk space, as well
as of people getting each other's special case words.

Has anyone else seen this?  Am I doing something wrong, or is there a
problem with the latest ispell?
