What is tiny? I have seen quite a few reconstructions of dinosaurs which were in the <3ft. tall range - rather Ostrich like beasties. Also - there were other animal types about - proto-mamals and the like - which were in fact tiny. I would guess that they may have usurped many of the "tiny-beastie" niches - mammals (or mammal-like) are good at being small -look at shrews, mice, rats, etc. -- These opinions are solely mine and in no way reflect those of my employer.
