The second format is ***NOT*** standard.  The 822 standard explicitly states:

       phrase < [route] address >

There is *NO* mirror rule:

       < [route] address > phrase               ; this rule does not exist

Is the problem that the documents are not generally available, or more
like a general illiteracy in BNF?
