I just finished working with that problem this morning.
To stop messages from going to your console add the following three lines
to your site specific startup:

   $ set audit/alarm/....           ! Enable the audit for the Dec-net
   $ define/user sys$command opa0   ! Enable the next command for the operators
   $                                ! console
   $ reply/disable= ...             ! Disable Decnet messages

To enable other messages to go to another terminal logon to it and use the
reply/enable command for the Decnet.
