Did DARPA stop this one program specifically or is the prohibition in the samall print to the funds on a grant? Could CMU apply to DARPA for exemption for - say - academic sites in friendly countries. I cannot see that an implementation of a publicly defined protocol is of strategic importance. I can understand that DARPA would not want to find their funds going towards a commercial product though.
