Yes they can. I have  
$ u     :==     spawn/cli=shell
in my  LOGIN.COM  file.    Typing  U gets me into Unix;  typing F10 (alias
"EXIT") gets me  back  to  VMS.   Umpteen dozen other DCL users keep going
without even noticing this has been done.
