Charlie,

As far as I know, your suggestion (originally attributed to Mike Brescia,
I believe) to amend the spec to allow error messages about non-error messages
was approved for incorporation into the MILSTD protocol documents some time
ago. In point of fact, every gateway I know of, including the BBN LSI-11
and Butterflies, fuzzbugs and others, in fact operate as you suggest.
