Byte magazine had two routines for this problem 3 or 4 years ago.  They offered
a Pascal program which could read a Basic disk and obtain a Text file from it.
They also has a Basic program which could read a Pascal Disk and obtain text
files from it.  

There was an other such pair of programs in Nibble or Micro from about the same
time.  One of the programs was called TRANSCAL.

I do have a working version at home and will try to upload them to the net, 
if there is interest.  The programs are running on my //e-enhanced.
