On out vax running vms with rm80 user disk, I had to wait a while after booting for them to "spin up" and become ready before mouting. If I didn't, then I got that the device didn't exist when I mounted it. What does this have to do with you? well, its the same hardware, and our CE couldn't figure it out either. Can you wait a while after powering up?
