Regarding the CMU/TEK TCP package: TEKTRONIX requires a signed and delivered
site license agreement and we (CMU) are required to verify this before sending
out our version of the software (due to the extensive nature of the rewrite
done here at CMU, it is not feasable to extract and send just our changes). I
believe TEKTRONIX still gives our their software free of charge to educational
institutions, though I don't know what their policy toward others is. We also
require a signed and returned CMU nondisclosure agreement and are restricted by
DARPA from distributing our software outside the United States. Otherwise, we
freely distribute our software to anyone. No other licenses, AT&T or otherwise
are required. TEKTRONIX inquiries should be sent to:
