THe number of new mail messages is indeed stored in the VMSMAIL.DAT
file.  The format of this file is detailed in an SDL file in the
MAIL section of the VMS microfiche.

I also seem to remember that the SHOW command of MAILUAF.COM will
list the number of new mail messages for a user (along with lots
of other information).
