we didn't do it because I think we didn't think it was necessary
but that's because we started with just one network and tried to
extend the earlier services to the Internet. The mail forwarders
are really store/forward when you think about it. Also, you need
all the mechanisms for error reporting that the mail system has in
it to recover from failures.
