Summary: mod.conferences will become the mandatory news.announce.conferences

Since the new renaming scheme places mod.conferences under
news.announce, it will become part of the default and mandatory
subscription lists of News 2.11.  This is probably not what we want.
The two options are:

	1) Change the mandatory list

	2) Change the newsgroup name

Since 1) means putting a special case in for conferences, and any
future groups that happen to be placed under news.announce, I think
news.announce should be forever reserved for groups everyone should
see, and mod.conferences should become misc.conferences (not
news.announce.conferences).
