The NSA was created after WWII. And the 'bureacrat' was Henry Stimson, the then Secretary of State. Also note that he *did* approve of such 10 years later when he was Secretary of War. The comment was "gentlemen don't read each others mail". The group was a joint Army Intelligence/State Department effort.
