Does anyone know if/when dBase is/will be available?

Also (I've just been ask to post this message as I'm sitting here), one
of the systems analysts in the Computer Center here is using Cobol on
his micro (I'm not sure what Cobol) and wants to be able to talk to
our Cyber mainframe. Specifically, he wants to be able to download
data from the Cy"er and process the data locally on his micro, then
send it back to the micro. Does anyone know of a library of routines
that might do what he wants?
