You can get a copy of the tape and the documentation from National Technical Information Service (Foot in mouth) I got this far and went to look up the address on the front of our copy of the documents...and can't find it. The tape we got about 8 years ago also had some Chinese characters on it... PS: As whoever gets you the address will agree, NTIS doesn't distribute the most cleanly printed documentation. Readable, but not pretty.
