Our microvaxes do not have the problem;  they run 4.3BSD unix.
There were some bugs in the emulation code in the original 4.3
release, and a patch was posted a while back to fix the problem.
I suspect you need to get a hold of that patch and apply it.

I can send a copy of the patch to people needing it.
