Some mail paths aren't all-printable-characters-transparent.  (E.g.,
one I use is OK for ASCII 32..126 EXCEPT tilde or caret.  BITNET
people may recognize this problem as well as space stripping.)
Perhaps the new uu??code can optionally use a smaller alphabet?
Letters and numbers alone would suffice for 4-for-3 encoding...  +j
