Summary: Enough already!  I messed up.

Enough Already!  Between private mail messages and postings here, I have
been adequately reprimanded for my screw up.  Strncpy() does not have a
bug, it works as documented and designed.  I promise not to "fix" it.
I apologize.

OK?  I was thinking of strncat(), but that is besides the point.  So,
let's stop the mail tirade.
