Creating distribution files for every user is real nonsense. Simply
define a logical that has an equivalence identical to the form that
is specified on a mail line, for instance

 infovax equals "arpa%""info-vax@sri-kl.arpa"""

Both the outer quotes are removed to pass the string verbatim (that
means not interpreted by cli) to mail. The double quotes are
replaced by a single quota. It's that simple.
