I have never heard of 'mailer', but I suspect you need to put quote
marks around your forwarding address.  Try this as a stab in the dark:
     set forward  mailer%"""<well!kdavis@lll-lcc.arpa>"""
(this assumes 'mailer' is a protocol and not a node name)
If 'mailer' is a node name, then maybe try this:
     set forward  mailer::"""<well!kdavis@lll-lcc.arpa>"""
