The NIC is in the process of writing up guidelines for administrators who want to establish a domain, and that document will contain descriptions of all the top level domains established so far. For a list only (no description) of registered domains, FTP the file NETINFO:DOMAIN-INFO.TXT from SRI-NIC.ARPA.
