The System Utilities disk that comes with the the //c can format disks for either operating system. Appleworks is a ProDOS program, so it is important that data disks be formatted for the ProDOS operating system. The disk track used for the disk directory (catalog) differs between the two operating systems. If a ProDOS program looks at the track on which it expects to find the directory without first checking track 0 to make sure the disk is a ProDOS disk, it won't find information on where to put another file and may well conclude that the disk is "full."
