Recently, we upgraded to System 5 Release 3.0.  One of the things
that didn't work, was ct.  While talking to the HOTLINE, they
suggested that I get the upgrade to 3.1.  My sales rep gave me
an address of a special group to order this from, but he didn't
know what the upgrade gave you over 3.0.  Today I spoke to 
the 3B2 Upgrade Coordinator at the Customer Info Center and she
didn't know.  She was willing to sell me the release notes for $15
which is ridiculous since the whole upgrade is $100.
Could someone tell me what improvements were made in 3.1
