Summary: can it be done?

I want to buy a clock/calendar board, or multifunction board
with a clock included that will let me read units of time
<= 1 millisecond.  I've called AST and other manufacturers,
and can't get anyone on the phone to tell me if this is possible!

Does anyone know of any not-too-expensive board with which this is
possible, and if so how to do it?
