I'll stick out my neck and say that you will probably find a copy shop cheaper (particularly if you value your time at all for collating, etc). I would suspect that your best option would be to product the masters on a good publishing system, and either digitize the photos and put them where you want, or just put them in manually. Good copy equipment will do photos if they are halftoned, and you can get a scanner for <$1000 which should be adequate (~300 dpi).
