We've had this problem under SunOs 3.2, and _not_ on earlier versions.
It seems they either shrank the process table in 3.2 or made it hard
(I suspect it has to do with the Sys V compatibility stuff).  If you
haven't already, make MAXUSERS in the config file for your kernel 16.
If this still doesn't fix it, SUN has a patch which will allow you to
set MAXUSERS even larger.  We have it at 16 on most of our machines,
32 on our ND server.  That solved the problem for good.
