The current intent is to reimplement the routine using the resource manager
built for the X toolkit, which will be moved into the base X
library as a result.  The resource manager will also be used to remove the
english language strings from the base library, to aid in
internationalization.  This work should be done by beta test of V11.
This should fix the problem.
